Shroud of silence should disable shouting and chanting. It is crap elite now. And name really says it all.

not all the paragons shouts are un-interuptable...

some anthems have 1 sec casting times

also, the thing that makes shouts usefull is that they are difficult to do anything about. if it wasnt for that, there would be no point to them.

back into the thread, i think their armor al fits their lore, as seeing paragons are like the group commanders, i have never seen in movies a commander that isnt wearing fancy and heavy bling bling armor
